Research shows that ninth grade boys are not motivated to read so it affects their achievement. Boys who have no motivation to read have low test scores on standardized tests. In particular boys in high school tend to read less and it impacts their achievement in other content areas as well.
Good, but keep in mind your problem statement should not be double-barreled (have two problems). Certainly low motivation and low test scores are related, but focus on ONE for the problem statement. Remember, you have to provide evidence that the problem exists so if you can't provide evidence of low motivation in your classroom or at your school, low reading scores might be the better problem to focus on (and increasing motivation could be the way you want to attempt to resolve the problem). You can certainly discuss motivation in your topic paragraph and your problem statement paragraph with your sentence above about researching showing how motivations affects achievement, but be sure to cite your source!! Of course if you feel low motivation is the root cause of the low achievement scores, then the low motivation should likely be your problem statement. Just remember you will have to provide evidence to support it.
